Not long after Bush took office, the tech bubble burst and unemployment climbed over 6%. Bush's solution? Lower taxes! Always lower taxes. This led to what was known as a jobless recovery. Lots of our economic indicators got better, but Bush never got the unemployment rate as low as it was when he took office. Of course, following the bust of the real-estate bubble near the end of his presidency, the unemployment rate would skyrocket over 7.5%.
