The answer here is an unequivocal yes. Yes, some people will argue that "everyone was doing them" but that is simply not the case. Steroids are a performance enhancing drug and they have improved the performance of some of the greatest players to ever play the game. It is clearly not fair to those players who have chosen not to inject their body full of dangerous drugs.

Of course, uppers were used as performance enhancing drugs in the 50s and 60s and no one seems to get a rise up about them. People still throw spitballs but I can't recall anyone demanding that Gaylord Perry be removed from the Hall of Fame.

It seems that people only care about some types of cheating. It goes to the idea of "ballplayer as hero".
